Seeding Sites That Have an Inspector
Developer and commercial hydroseeding in Portland is less about a pretty lawn and more about covering bare ground on schedule. We spray seed, mulch and tackifier on subdivision lots, commercial building pads, detention and water quality facilities, road shoulders, utility corridors and the cut and fill slopes that go with them. General contractors, developers, site work firms and public agencies call us when grading is finished and the soil needs to be stabilized before the next rain.
Deadlines written into city code
Portland's Title 10 program, which the city runs under its MS4 stormwater permit from the Oregon DEQ, requires bare development ground to be stabilized as soon as practicable and in no case more than two days after disturbance between October 1 and April 30. In the drier months, May through September, the limit is seven days. Temporary measures have to stay in place until permanent stabilization is established, and the final inspection is not approved until that permanent cover is working. A single hydroseed application can satisfy the temporary deadline quickly and grow into the permanent cover.
Temporary cover and permanent seed
Not every area is ready for its final mix. Building pads that will be paved later, stockpiles and phases that sit idle over winter need temporary cover: a fast-growing seed with tackified mulch, or mulch alone when it is too cold for germination. Finished slopes, swales, open space and lot frontage get the permanent mix from the landscape plan. We can do both on one mobilization so you are not paying for two trips.
Large areas move fast
A truck-mounted hydroseeder covers ground far faster than crews spreading straw by hand, and it reaches slopes and basins from the edge without driving equipment over finished grade. Where the hose will not reach, we run extended hose lines down banks and across lots. For phased subdivisions we can come back lot by lot as builders finish their final grade.
Coordinating with the erosion plan
Most commercial sites in Portland have a graphical Erosion, Sediment and Pollutant Control Plan, required whenever a site does not qualify for the simple written plan, for example because it has more than 10,000 square feet of disturbance, slopes over 10 percent, or is within 50 feet of a wetland or water body. We read the plan, follow its seed and mulch specifications, and coordinate with your erosion and sediment control manager so our work shows up correctly on their inspection logs.
Choosing hydroseeding contractors
When you compare hydroseeding companies, ask what mulch rate and tackifier they plan to use, whether the price includes seed tags and application records you can show an inspector, how they handle slopes steeper than the plan expected, and how quickly they can mobilize in October when every site needs cover at once. Our estimates spell those things out.
Pricing large areas
Commercial hydroseeding services are usually priced by the acre or by the thousand square feet, with mobilization, mulch type and access as the main variables. The table lists published per-acre ranges and recent public bid results for reference. We work up a firm quote from the plan quantities and a walk of the site, and the contract follows that quote. Published Ranges for Large-Area Hydroseeding
| Measure | Published range |
|---|---|
| Per acre, large areas (LawnStarter) | $2,136 to $4,897 |
| Per acre (Fixr) | $2,000 to $4,000 |

Consumer guides are national averages and the bid figures are from one 2023 public project outside Oregon. Mulch rate, slope, access and phasing move the total. Ballpark only. A written, itemized number follows the site visit.
How a Site Job Runs
1. Plan review
We go through the erosion control and landscape plans and confirm seed, mulch and quantities.
2. Site walk
We check access, water source, slope lengths and which areas are ready now.
3. Mobilize and spray
Temporary and permanent areas are seeded in one trip where possible.
4. Records
Seed tags, mulch type and dates are provided for your inspection file.
5. Return visits
We come back for later phases or touch-ups where traffic or runoff damaged cover.

Developer & Commercial Hydroseeding Questions
How fast can you cover a site after final grading?
Tell us when grading will finish and we will hold the date. During the October to April wet season the city allows no more than two days, so we plan around that.
Do you seed in winter?
Yes, as temporary stabilization. Germination is slow in cold weather, so winter work leans on tackified mulch or bonded fiber matrix, with permanent seed added or reapplied in spring if needed.
Can you match the seed mix on our landscape plan?
Yes. We order the specified mix and provide the seed tags.
Do you work outside Portland city limits?
Yes, throughout the metro in Oregon and in Clark County, Washington. Each city has its own erosion rules, and we follow the approved plan for the site.
